The Law Enforcement Analytics and Technical Programs team in Facebook's Legal Trust & Safety organization is looking for an experienced Policy & Program Manager with strong policy and technical background and a demonstrated record of driving program execution and cross-functional coordination across multiple stakeholders. This position requires the ability to build expertise across a diverse set of legal requirements and technical systems, support developing policy documents, perform project scoping, build technical requirements, identify policy or program gaps and opportunities, provide program support, and drive execution through influence or direct intervention. The candidate will exhibit strong interpersonal skills to collaborate effectively across teams, and a rigorous, analytical and strategic approach to problem solving. They will also be comfortable managing and de-conflicting executive demands in a high demand and tight timeline environment. The candidate should have familiarity with or be willing to work on the intersection of tech, operations, legal, compliance, and government matters.

Technical Policy & Program Manager Responsibilities:

  • Engage with cross-functional stakeholders to define policy, technical, and operational requirements taking into account various privacy data protection laws and regulations
  • Define policies and processes end-to-end and drive improvements for maximum impact
  • Interpret relevant regulations and understand how to adapt to these changes through the implementation of internal controls and create a supporting technical roadmap to deploy company-wide scalable solutions
  • Demonstrate strong understanding of the supported domain and conduct deep analysis of the problem space
  • Operationalize strategic technical policy programs by making them efficient, scalable, and reliable
  • Drive cross-functional and effective communications throughout the program lifecycle, providing the visibility and transparency required to ensure cross-functional team and stakeholder alignment
  • Be independent, results oriented, and thorough in examination and analysis
  • Adaptable to dynamic situations and proactive work ethic
  • Clearly communicate goals, roles, responsibilities, and desired outcomes to both internal and external stakeholders
  • Work with peers of all levels from front line analysts to high level executives


Minimum Qualifications:

  • 8+ years of work experience in information technology, program/project management, or similar capacities
  • BA/BS in Computer Science, Information Systems, or similar field (or BA/BS in Business with a minor in Computer Science, Information Systems, or similar field), or equivalent work experience


Preferred Qualifications:

  • MBA or Masters in Computer Science, Information Systems
  • Familiarity with ECPA, SCA, GDPR, and other similar regulations
  • Experience working on Legal, Compliance, Privacy, Regulatory, or Policy projects
  • Experience obtaining an NDA or Security Clearance with the US Government
  • Analytical, problem-solving, negotiation and organizational skills with a clear experience focusing under pressure
  • Experience driving technical projects end-to-end independently, including evaluating, defining and improving end-to-end processes using software development lifecycle
  • Experience influencing stakeholders and partner teams, especially in collaborating with different individuals across the organization and within other geographies
  • Communication skills across technical and non-technical stakeholders internal and external to the organization and attention to detail
  • Experience managing competing priorities and simultaneous/concurrent projects in a fast-paced environment
