Job Title: Senior Manager, Corporate Security Operations (Facilities Security Officer)

Job Summary:

EMCOR Government Services has an immediate need for a Senior Manager of Corporate Security Operations, based in our Alexandria, VA headquarters. The position plays an integral role in our headquarters for physical security, IT security and acts as the FSO. The role will handle cradle to grave business the day-to-day physical and cyber security and staff and subcontractor clearance and badging operations. Hybrid office-remote work option is available.

This role reports to the President or Executive Director level. The selected candidate will act as the Facility Security Officer (FSO) for our government and commercial business operations. The role also supports both business development and proposal development staff as required and acts as the liaison between our organization and numerous U.S. government security agencies. The role requires extensive knowledge of the National Industrial Security Program Operating Manual (NISPOM).

Essential Duties and Responsibilities (Parts A- B):


A. Facility Security, IT Security and Clearance Operations

The Facility Security Officer (FSO) serves as a technical expert on security and government clearances for classified and non-classified Government contracts and accounts, Special Access Programs (SAP) and other special projects.

This role is responsible for:

  • The implementation and administration of all security policies, procedures, and security functions to assure compliance with applicable laws, government regulations, customer requirements and company policies.
  • Performing tasks including personnel security, physical security, document control, perform security audits, EGS HQ visitor control, self-inspections, debriefings, manage the government security background process, automated information security systems and security education.
  • Perform duties as applied to the National Industrial Security Program Operating Manual (NISPOM), by various Director of Central Intelligence Directives (DCIDs) and all other security-related regulations and procedures.
  • Overseeing the administration and safeguarding of classified information for the company, ensuring that all appropriate protocols are followed and investigating and resolving any security incidents.
  • Administering security programs related to company personnel, including programs (e.g., e-QIP) to obtain new security clearances and renew existing ones.
  • Providing policy interpretation to management regarding security requirements and procedures and responding the updated and changing Federal security, reporting, tracking, and compliance duties are a full-time requirement.
  • Interaction with the EMCOR IT security operations and Cyber Security Council to ensure HQ and Account compliance with EMCOR IT security policies.
  • Point of contact for IT security issues, equipment tracking and collection (account and employee close-out).
B. Supporting Business Development/Proposal Development:
  • Assist with production of proposals as require
  • Obtain required security and clearance documents and provide to the Business Development team to support our proposal efforts.
  • Reviews prospective Key Personal resumes for clearance compliance to the SOW.
  • Assists in developing plans for prospective subcontractors, business partners and MP partners to ensure they are following government security and clearance requirements.
  • Interact with ARC\ACE approved personal pertaining to the access of secure RFP's.
Qualifications:
  • Bachelor's degree preferred
  • TS-SCI w\ full scope or CI polygraph
  • Three to seven years' experience in administration/management of FSO duties.
  • Understanding and experience in managing Cyber Security
  • Strong experience with Windows, MS Office Suite and accounting systems used in government contract performance
  • Excellent oral and written communications
  • Understanding of government regulations (FAR and DFARS/other agency supplements) and commercial contracting practices
  • The ability to successfully interact with senior level partners
  • The ability to manage many highly diverse contracts
Physical Requirements:

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to ten pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.
