SUMMARY

The Senior Epidemiologist will focus on providing high level expertise in designing, planning and initiating epidemiologic studies and investigations for COVID-19 surveillance to determine the incidence, prevalence, and trends of morbidity and mortality in the overall population and specific sub-populations under the Hawaii Department of Health. The position will collect, analyze, and interpret data and prepare reports, presentations, communications, and scientific products. Additionally, the position will develop interventions and make recommendations based on data and knowledge to detect, prevent, and mitigate COVID-19, emerging infectious diseases, and adverse health events to promote the health and safety of all Hawaiians. Position is remote.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Conducts advanced statistical analyses of COVID-19 epidemiologic data.

Assesses validity and biases of COVID-19 data and recommends methodologies and analyses.

Manages COVID-19 data from surveillance, investigations, electronic data feeds (e.g., ELR/eCR) using epidemiologic methods and tools.

Uses national standards to define and modify database requirements to optimize COVID-19 investigation and surveillance data.

Prepares COVID-19 data visualizations and dashboards, written reports, and oral presentations to effectively communicate information to technical audiences and the public.

Identifies COVID-19 related morbidity and mortality in the population, including specific sub-populations and communities.

Identifies COVID-19 surveillance data needs and designs, implements, evaluates, and revises surveillance system as necessary.

Investigates COVID-19, emerging infectious diseases, and adverse outcomes; collaboratively designs investigations and epidemiologic studies.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Doctoral-level epidemiologist (PhD, epidemiology or biostatistics) with demonstrated public health experience, advanced statistical analyses skills, and advanced level R or SAS skills OR Master-level epidemiologist (MPH or other health-/math-/science-related field with demonstrated public health experience, advanced statistical analyses skills, and advanced level R or SAS skills OR Professional degree with EIS or other advanced epidemiology training with demonstrated public health experience, advanced statistical analyses skills, and advanced level R or SAS skills Experience. At least two (2) years of professional work experience as an Epidemiologist, required.

Public health experience at the state or federal level, required Software/programming. Advanced-level R or SAS skills, required. Intermediate to advanced level data visualization/dashboard skills (e.g., Tableau, ArcGIS, PowerBI), required.

CERTIFICATES / LICENSES / REGISTRATION

Must be able to obtain government security clearance.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge of public health and social science approaches. Experience in communicable diseases, their transmission, prevention, and control methods. Knowledge of the principles, practices, and methods to plan and implement public health programs.

Experience providing training and support to newly hired junior epidemiologists and data scientists to increase epidemiology capacity, work productivity, reduce overtime, and provide cross-coverage for the COVID-19 response workforce to deliver routine data analyses and information.

Lead ongoing routine descriptive and analytic epidemiologic of COVID-19 data and maintain COVID-19 dashboards.

Review and evaluate the COVID-19 hospital data available for Hawaii from the National Healthcare Safety Network (NHSN).

Develop and publish a public-facing dashboard displaying epidemiologic summaries.

Synthesize principles of good ethical/legal practice for related to study design, data collection and dissemination.

Strong interpersonal and collaboration skills.

Excellent written and verbal communication.

Ability to respond effectively to changing events and competing priorities.

LANGUAGE SKILLS

Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and or boards of directors.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Subject to standing, sitting, walking, climbing, bending, crawling, squatting, kneeling or working in cramped and strained positions for long periods of time. Regularly required to use hands to finger, handle, or feel. Regularly required to reach with hands and arms, occasionally above head. Ability to speak and hear. May work in an environment where there is a heavy traffic, construction, rugged terrain, and hazardous environmental conditions. May work in an environment with exposure to toxic or caustic chemicals or blood borne pathogens. May work near moving or mechanical parts with risk of electrical shock. May be required to wear safety and personal protective equipment.

The pay range for this role is $118,000 to $120,000, with the final offer amount dependent on location, skillset, and experience.
