SUMMARY

The Senior Data Analyst will focus on providing high level expertise in designing, planning, measuring, and reporting necessary metrics of informatics quality to the Chief of the Alaska Public Health Laboratories located under the State of Alaska Department of Health, Division of Public Health. The position will be responsible for coding and designing queries to assess the quality of current operational processes as well as new systems related to data modernization. In addition, the position should be able to track, assess, and advocate for budgetary elements necessary for success and improvement of quality. This is a remote position.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Using problem descriptions, designs programs and routines in consultation with user.

Designs programs to meet specific format and/or decide among alternative formats for input and output information.

Determines feasibility of resolving problems or implementing applications with existing computer configurations.

Evaluates technical and economic feasibility of the conversion of existing programs to a new machine or a new operation.

Defines calculations to be performed on the data, specifying particularly how exceptions and anomalies are to be handled.

Develops and/or writes general multipurpose programs that will serve for a known class of applications.

Writes programs in command level languages.

Estimates run time, program size, and utilization of peripherals.

Optimizes trade-off of storage space and running time in view of storage and processor limitations and application requirements.

Reviews system documentation to understand the scope of the system and completeness of documentation. Investigates the use of recognized techniques to new areas of application.

Designs and constructs new program tests involving special or unique methods to ensure those newly constructed programs are operating properly.

Debugs programs written by others.

Writes general instructions for using and operating a program and instructs users and operators in running the program.

Research and responds to complaints regarding an application system. Determines an approach for solving a system maintenance problem.

Guides and advises less informed colleagues on an informal basis in the use of programming languages and data processing techniques.

Defines data and data relationships as well as the functional processes (e.g., data flow requirements).

Develops data base related security measures to provide controlled access to applications, databases, source code and program libraries.

Develops training materials and self-study tutorials for data processing systems.

Trains users in the use and application of user-friendly data processing systems.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Two years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer, or computer information management support specialty. A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience. One year of specific experience providing consultation and advisory services related to complex public health-related laboratory information management systems. Experience with technologies currently in use which include C#, HTML, ORACLE, Microsoft SQL, Microsoft PowerBI, Telerik and Horizon LIMS.

CERTIFICATES, LICENSES, REGISTRATION

U.S. Citizens / Green Card only due to government or federal requirements.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Production of QA Report Preanalytical Queries to include, but not limited to, measuring submission errors, unsatisfactory specimens, transit times, regional participation, and total specimens received.

Production of QA Report Analytical Queries to include, but not limited to, measuring corrective actions (type and frequency), proficiency test performance, total tests performed, total specimens/tests referred, types of providers and submission volumes, turnaround time by test, summary of phone calls made and for what reasons, and total failed runs.

Track budget and assessments made on needs in terms of hardware, software, and staffing.

Knowledge of analytical and evaluative techniques.

Strong interpersonal and collaboration skills.

Ability to respond effectively to changing events and competing priorities.

Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and or boards of directors.

MATHEMATICAL SKILLS

Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations such as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

REASONING ABILITY

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

The pay range for this role is $94,200 to $117,700, with the final offer amount dependent on location, skillset, and experience.
