POSITION PURPOSE: The Regional Environmental, Health & Safety (EHS) Manager is responsible for planning, collaborating, implementing, and maintaining a variety of site and corporate health, safety and environmental programs to assure the highest degree of workplace safety for employees within the region, as well as compliance with all related regulatory requirements.

The Regional EHS Manager will be tasked with: (not an all-inclusive list):

  • Ensure compliance for all sites within the region including all EHS programs, audits and environmental permits.
  • Ensuring EHS training and health programs are conducted and completed as required.
  • Working with Operations Site Management in developing comprehensive EHS programs based on Veolia standards and programs.
  • Implementing programs for incident handling/incident reporting, along with providing root cause incident analysis guidance.
  • Assess EHS impacts of facility changes and work with business team members to manage the EHS risks including supporting Process Safety Management (PSM) requirements.

PRIMARY DUTIES / RESPONSIBILITIES:

  • Ensure Veolia operations comply with all applicable local, state, and federal regulations and Veolia EHS standards.
    • Assist in the development and implementation of site EHS related policies, procedures, and programs to assure compliance with all national, state, local and company-specific regulations & requirements.
    • Ensure that all EHS regulatory documentation is accurately compiled, containing detailed recordkeeping information, and is submitted on time to the requesting regulatory agency or Corporate office.
    • Stay abreast of applicable standards and regulations and implement changes to address changes to requirements.
    • Coordinate audit schedules and execution within the region (Safety, IH/OH, Injury/Illness, Environmental, Security, PSM, etc.).
    • Develops, implements plans, and drives to completion any audit findings from EHS assessments.

  • Provide EHS support and information related to training and health programs.
    • Manage the Site's IH/OH program, including working with supporting clinics and third-party case management companies as required.
    • Ensure that effective EHS&S related training for employees, contractors and visitors is being conducted o Ensuring that regular safety meetings are being conducted as required.
    • Ensuring that new employee & visitor onboarding is being conducted as required.
    • Ensure contractor EHS&S program(s) consistent with Veolia requirements,

  • Support and coordinate with operations to:
    • Identify & initiate EHS training for the site.
    • Assist in Hazard Identification and Risk Assessment activities; o Participate in Job Safety Analysis/Risk Assessments as required.
    • Perform EHS&S audits.
    • Ensure the site hazardous materials communications program is maintained.
    • Ensure employees understand EHS&S and the regulatory requirements required to maintain a safe work environment.

  • Implement EHS Management Systems to achieve the following:
    • Monitor and report on site EHS goals and objectives.
    • Drive continuous improvement in EHS programs.
    • Provide strategic leadership on EHS matters.
    • Oversee performance in EHS Core Values for operations. o Member off site team responsible for fostering the behaviors of site personnel to drive Veolia Core Values.

  • Responsible for maintenance of Regional EHS Performance Metrics.
    • Reviewing Site Incidents/Injuries along with conducting analysis of leading and lagging indicators to develop proactive EHS improvement plans.
    • Leads and/or provides support for EHS improvement projects.
  • Manage specific EHS issues and incidents.
    • Provide EHS leadership in accident/incident investigations to identify root-cause and appropriate corrective actions.
    • Provide root cause failure analysis investigation guidance, ▪ Leads Injury/Illness managing processes and OSHA recordkeeping.
    • Coordinate with HR on Workers Compensation and Return-to-Work matters.
    • Ensure systems are in place to complete recommendations and effectiveness checks in a timely fashion.
    • Work with business team members to assess EHS impacts of proposed regulatory and permit changes:
    • Evaluating plans, obtain permit modifications, and develop and implement drawings and specifications related from a EHS perspective.
    • Participates in process safety startup reviews, job safety analysis, and task risk assessments.
    • Leads and/or provides support for EHS improvement projects ▪ Liaise with other Veolia EHS professionals & business units on matters concerning workplace safety, health and environmental issues.
    • May be required to assist and work at the other sites for long term assignments;
    • Champion selected programs o Ensure Emergency Preparedness Procedures and Emergency Response Drills are conducted.

Other related duties, as assigned; o Establish Routine Operating Rhythms of managing EHS communications. Weekly Safety Meetings, Status updates, Incident reviews/Safety Stand Downs, etc... o Continuing professional training and development and to improve skills and obtain increasingly greater qualifications.

Qualifications

Education / Experience / Background

  • Bachelor's degree in Health and Safety & 3 years industrial environmental experience.

OR

  • Bachelor's degree in Environmental Science & 3 years industrial HS&S experience.

OR

  • In lieu of an academic degree, a minimum of 5 years industrial experience in a similar position and an ASP.

Knowledge / Skills / Abilities

  • Autonomy: Ability to work toward goals without close supervision.
  • Initiative; Leadership & Ownership for Environmental, Health and Safety culture. Supervisory skills are a plus.
  • Well organized; Documentation & Reporting.
  • Versatility: Possess excellent interpersonal skills, with demonstrated ability to effectively interact with employees at all levels in an industrial environment.
  • Team player; Direct, coach, train, orient and work effectively with others through influence; Able to reach out to peers for support when unable to address EHS questions/issues; Collaborate closely with EHS counterparts in the business circuit, and corporate personnel through a variety of networks.
  • Time management: ability to juggle multiple projects, deadlines, and workload prioritization.
  • 3 to 5 years' experience in a similar position.
  • Proficiency with spreadsheets, email, slides and word processing software required; Google suite of applications preferred. A working knowledge of Safety Management Software (Intelex) applications will be an asset.
  • Previous experience working with the Trades, maintenance or in construction; ● Material handling and exposure to heavy equipment will be an asset.
  • Experience working with hazardous materials.

Required Certification / Licenses / Training

  • CSP certification preferred.
  • Preferred First-Aid (L3)/CPR/AED Certified.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT

Travel requirements will vary as necessary to provide EHS support in person at operating locations and could be as much as 50% of time depending upon regional business needs.

Be able to work for prolonged periods in extremes of hot and cold temperatures and inclement weather conditions. Be able to work around hazardous materials. Under certain conditions while working in the plant, may be required to wear a respirator and/or fall protection equipment. Required to wear safety equipment and FR clothing where appropriate. Requires frequent stooping, bending, climbing, reaching, and carrying, and infrequent use of hand tools (shovels, brooms, etc..) and moving objects.

Typical Monday - Friday, 40 hours per week and will be required to assist with emergency call outs.
