Job Description:
The Division of Developmental Disabilities is seeking a self-motivated, detail-oriented, dedicated professional to fill the Quality Administrator I position. This position assists DHHS fulfill its mission of "helping people live better lives" by planning, organizing, and directing all activities of the quality team to ensure the Division and agency partners comply with state and federal guidelines and that services are provided at the highest level of quality.

The position requires critical thinking skills, the ability to strategically apply quality improvement techniques, knowledge of federal and state guidelines, and supervisory experience to manage the internal quality team. The Quality Administrator I partners with the Quality Improvement Organization (QIO) contractors to develop and implement quality initiatives such as critical incident reporting, mortality, technical assistance and training, and the human legal rights committee. Additionally, this position is responsible for managing federal reporting on waiver assurances, overseeing the state activities to maintain compliance with the Final Setting Rule and overseeing data activities such as the National Core Indicators (NCI).

REQUIREMENTS:

Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND two years of experience in a field related to the assigned program area including supervisory experience; OR a master's degree in any of the above mentioned fields. Experience may be substituted for the educational requirement on a year-for-year basis.

Knowledge, skills, abilities:

Knowledge of federal and state laws and regulations relevant to the directed program; quality assurance/performance improvement principles and methods of analyzing continuous improvement; business and management principles including strategic planning, resource allocation, human resources, contract management and oversight, leadership and coordination of people and resources; principles of supervision and staff development; budget administration practices. Ability to learn, apply and interpret agency policies and procedures relating to areas of responsibility; develop, implement, and monitor quality assurance initiatives and practices; identify and analyze organizational and operational problems and develop and implement timely and economical solutions; formulate policies to meet identified needs, goals, or objectives; perform high-level analysis; professionally communicate with and/or present information to internal leaders and teams, external stakeholders, and/or federal partners; and plan, assign and supervise the work others.
