Job Description Summary:
The Manager, US Licensing will be responsible for managing the preparation and filing of state license applications and renewals within the United States. The right candidate is a self-motivated individual that is able to effectively work and communicate collaboratively / cross-functionally with multiple teams. The right candidate must have a hands-on approach, strong management skills and attention to detail and organization.

Job Description:

The Manager, US Licensing will be responsible for managing the preparation and filing of state license applications and renewals within the United States. The right candidate is a self-motivated individual that is able to effectively work and communicate collaboratively / cross-functionally with multiple teams. The right candidate must have a hands-on approach, strong management skills and attention to detail and organization.

Key Accountabilities/Responsibilities:

  • Provide team leadership for the US Licensing team.
  • Ensure appropriate governance is in place for critical Licensing information
  • Ensure compliance with all license requirements held
  • Communicate progress toward key licensing initiatives to senior leaders
  • Complete applications for new licenses and license renewals to enable PayPal's product offerings
  • Prepare quarterly, semiannual, annual and any other miscellaneous state reports.
  • Coordinate with cross-functional teams to source data and other requirements to fulfill reporting demands (call reports, transaction data, and compliance information).
  • Review state regulatory requirements and update PayPal procedures and calendars to ensure compliance.
  • Perform additional tasks and projects as assigned.

Requirements - Basic Qualifications:
  • 3-5 years of experience managing a team in a fast-paced environment
  • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years and a Master's degree; or a PhD with 3 years experience; or equivalent experience. Some barriers to entry exist at this level, requiring department review.
  • Experience in the preparation of state regulatory reports preferred (including money transmission, gaming and lending)
  • Experience in use of Nationwide Multi-State Licensing System ("NMLS") preferred.
  • Demonstrated ability to think critically and solve problems in an innovative manner
  • Excellent communication and relationship management skills
  • Excellent attention to detail
  • Ability to maintain a high level of confidentiality
