Job Description

Position Title: Financial Management/Budget Analyst L3 - 3191

Work Location: Kihei, Maui, HI

Job Summary

The Contractor shall assist in supporting the Planning, Programming, Budgeting and Execution (PPBE) process. The Contractor shall have a strong background in DoD and Air Force accounting as well as experience with classified accounting systems and processes. The contractor shall assist in performing complex financial analysis of budgets and schedules needed to meet contractual/project requirements for assigned program or programs of the entire 15 SpSS portfolio. The Contractor shall help coordinate, negotiate, and resolve financial compliance issues with various governmental agencies to ensure accurate interpretation and application of regulations, policies, and guidance. The Contractor shall support coordination on interdepartmental development of program plans and interfaces with customers and other stakeholders as required. The contractor shall assist in the formulation of 15 SpSS organizational strategies, tactics, and budget/action plans.

Essential Duties and Responsibilities

Not listed in the order of importance and be able to perform the following with minimal guidance:

  • Monitor execution of assigned programs through the use of automated tools (e.g. CRIS, SAFES)
  • Provide independent assessments of the 15 SpSS financial posture and advise USSF leadership on decision options
  • Have a clear understanding of the DoD Planning, Programming, Budgeting, and Execution (PPB&E) Processes and associate the current financial landscape to the Test & Evaluation Program Objective Memorandum (POM) and President's Budget (PB) submissions
  • Initiate, supervise, and/or develop requirements from a project's inception to conclusion for complex to extremely complex programs
  • Provide strategic advice, technical guidance, and expertise to test range program and staff
  • Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues
  • Oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job

Education / Requirements
  • Must be a U.S. citizen
  • Bachelor's degree in accounting, business, finance, or related work experience (relevant experience - field preferred - and education may be considered in lieu of a degree).
  • 6+ years' relevant experience in a DoD environment with the last five (5) years
  • Recognized industry leader with strong analytical skills
  • Strong analytical skills
  • Excellent organizational and presentation skills
  • Proven ability to be innovative and creative and capable of conveying complex information in a simplistic manner
  • Ability to work autonomously and interface easily with team members and senior leadership
  • Aerospace/industry strategy experience

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting up to thirty (30) pounds as necessary.

Security Clearance

DoD active security clearance may be required at a high-level security. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
