ECS is seeking a Enterprise Data Architect to work in our Washington, DC (Remote) office.

Job Description:

ECS is currently searching for a full-time Enterprise Data Architect for the Department of Veterans Affairs (VA), Multi-Channel Technologies (MCT), working under the Veterans Experience Office, transforming its ability to serve Veterans through modernized VA Contact Center CRM and telephony systems. This role supports VA's data integration and data sharing with the Department of Defense and contributes to improving the VA employees and Veteran's lives and working towards a larger mission. The Enterprise Data Architect will lead analysis and recommendation of solutions for improving the VA-DoD Identity Respository (VADIR).

  • The ideal Enterprise Data Architect will perform tasks that support the required delivery of architecture analysis and advice to management regarding a diverse set of data strategy and management needs.
  • Elicits, analyzes, specifies, and validates the business needs of MCT stakeholders, including customers and/or end users.
  • Collaborates with sponsors to determine data architecture and solution scope and vision.
  • Clearly identifies stakeholders and manages diverse stakeholder relationships, including senior leader relationships.
  • Interprets and applies enterprise standards to solutions and creates technical roadmaps.
  • Leads solution development and associated architecture documentation for enhancements to VA-DoD data sharing capabilities.
  • Works with stakeholders and VADIR team to gather and prioritize requirements for new solutions. Develops business and technical requirements for data sharing and maintains historical records of all changes, enhancements, updates, and modifications.
  • Facilitates preliminary and final design reviews.
  • Conducts research and development to inform enterprise and program data architecture standards.
  • Ensures that specification, verification, testing, and implementation of new capabilities comply with VA and DoD standards.
  • Perform gap analyses of the differences between current (as-is) and targeted (to-be) states and documents how implementation of new solutions or interfaces impact the current and target environments.

Salary Range: $140,000-$160,000

Required Skills:
  • Bachelor's Degree Required.
  • Minimum 10+ years of experience.
  • Minimum 5+ years of experience working with Federal government customers in an enterprise architecture role.
  • Proven experience with business and technical requirements analysis, elicitation, modeling, verification, and methodology development.
  • Proven experience with architecture frameworks such as DoDAF and TOGAF.
  • Proven experience with enterprise architecture and data modeling tools.
  • Proven experience developing and supporting solutions to safeguard Personally Identifiable Information (PII) and Protected Health Information (PHI).
  • Demonstrated project management skills and project management software skills, including planning, organizing, and managing resources.
  • Understanding of Software Development Life-cycle (SDLC).
  • Strong communication (verbal and written) and presentation skills, with experience facilitating group discussions.
  • Good team player, able to manage multiple assignments, and adapt to changing client needs.
  • Ability to multi-task with limited supervision in a fast-paced environment.
  • Ability to synthesize and analyze multiple views and data sets.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Strong oral and written communication skills.
  • Strong organization and prioritization skills.
  • Ability to work in a dynamic, collaborative, results-driven environment.
  • Ability to obtain a Public Trust clearance.

Desired Skills:
  • Minimum 5+ years of experience supporting VA and/or DoD.
  • Experience with the VA-DoD Identity Repository (VADIR).
  • Business process engineering experience.
  • Experience with training and change management.
