Job Summary

The job manages multiple related teams of managers and professional staff responsible for the capital projects delivery process, from the design phase through commissioning and close-out. Is responsible for managing the construction and renovation of physical assets and bringing assets online in the most efficient and effective manner.

Responsibilities

  • Provides management direction, leadership and oversight for program and project management services to University departments to achieve construction projects that are on schedule, within budget, high-quality, cost-effective and appropriate to client program needs.
  • Responsible for delivery of projects within budget, on schedule, and in adherence with University guidelines, standards of excellence, quality and requirements of management resources. Ensures that project managers provide full range of project management services. Resolves issues and/or disputes as required. Applies departmental project control processes for consistency, to mitigate risks, and to assure compliance with policies, rules and regulations as well as all applicable authorities having jurisdiction.
  • Reports regularly on the status of projects, including budget, schedule, and coordination issues to Executive Director, Capital Project Delivery, to project Steering Committees, and as required to the Associate Vice President for Facilities Services, and/or other University leadership members. Facilitates timely decisions with campus representatives to report progress and issues impacting the project goals to stakeholders. Supports the Executive Director, Capital Project Delivery in the executive management of large capital projects. Takes responsibility for timely and comprehensive communications with all project stakeholders and the larger University community.
  • Provides direction, supervision, and leadership to the assigned project management staff and manage their day-to-day efforts. Develops project managers by identifying skills gaps, ensuring the availability of appropriate training, providing coaching and guidance, conducting the annual performance appraisal process, and proactively addressing performance issues as required. Additionally, provides leadership and drive the progress of consultants to achieve expected functionality, and architectural design outcomes and recommend alternatives if needed to keep the project on schedule and within budget.
  • Supports the capital budgeting process by ensuring that appropriate procedures are followed to deliver high-quality accurate project and construction cost estimates for all projects. Reviews programming process with emphasis on building infrastructure requirements, utilities, mechanical, electrical, and plumbing systems.
  • Manages the development and implements the team's design and construction standards to ensure quality, compatibility with sustainability plans, and timeliness.
  • Manages the maintenance and delivery of budgets and schedules on a daily basis. Provides and ensures status updates and reports of active development projects.
  • Performs other related work as needed.

Education:
  • Bachelor's degree or related degree in architecture, engineering, or a construction-related field.
  • Master's degree.
  • Professional license.

Experience:
  • Minimum seven years experience in design and construction, preparation of construction costs estimates, value engineering, and project management -related duties and activities.
  • Demonstrated ability to deliver a program of large-scale ($200m plus) science and/ or research facilities through planning, design, and construction stages.
  • Demonstrated ability to provide program and project management direction and leadership on behalf of an owner.
  • Demonstrated ability to develop and actively manage project schedules from inception through planning, procurement, design, construction, commissioning, and handover process.
  • Familiarity with building processes and codes in a variety of settings, and the ability to apply this knowledge to the development of innovative solutions to problems in the design and construction process.
  • Detailed understanding of building systems, construction practices, contracting procedures, building design methodologies, and code requirements
  • In-depth understanding and demonstrated ability to manage successfully, from the Owner's perspective, the planning, design and construction process for large, complex, building programs within demanding time and cost constraints.
  • Demonstrated negotiation skills in a management role for high-profile projects with active senior management involvement.
  • Demonstrated ability to manage project budget in design and construction.
  • Demonstrated ability to manage preconstruction and construction project schedules.
  • Comprehensive understanding of project delivery gained through documented education and/or experience.
  • Demonstrated ability to represent and present projects to organizational executive leadership.

  • Demonstrated ability to work with consultants to integrate the detailed functional requirements of departmental user groups with the broader scope project goals of a complex institutional organization.
  • Demonstrated ability to manage large teams in preconstruction, construction and closeout, responsible for coordination, and lead preconstruction thru construction.
Working Conditions
  • Ability to inspect architectural plans, keyboarding, bending, stooping to reach files, light lifting, standing.
  • Some travel may be required. For project managers assigned to international projects, frequent overseas travel for periods of up to 2 weeks may be required. A valid US passport (or ability to obtain one) is required for these assignments.
  • Ability to physically enter a construction site (climb a ladder) and visually inspect work in progress.
