Job Summary:

The Director of Operations - Addictions and Homeless Services works closely with Addiction & Homeless Services leadership, team members, and partners from funding, provider, municipalities to support the delivery of high quality services. The Director builds quality into services through planning and implementation, provision of training and technical assistance, and facilitation of sustainable data collection and reporting practices, ensuring services are grounded in continuous quality improvement.

This is an Exempt position.

Department: Addiction & Homeless Services Centralized Costs

Supervisory Responsibilities: Supervision of 1 FTE (Operations Manager - Homeless Services) and others as assigned.

Reports To: Vice President of Addiction & Homeless Services

Essential Functions of Position:

•Conduct a thorough review of the requirements of program scope of service and/or MOUs for existing and new services to ensure compliance with contractual obligations and fidelity to the proposed service delivery model.

•Collaborate on the development of a professional development program which ensures all A&HS personnel receive extensive onboarding upon hire and ongoing supervision, training, and performance appraisals.

•Facilitate in-service training and technical assistance, in collaboration with the agency's Training Department, with a focus on ensuring each service member understands their contribution to quality, data integrity, service goals and outcomes, agency strategy, and overall mission.

•Collaborate within the service area and across departments to identify improvement opportunities, develop performance/outcomes measures, design and implement improvement plans, establish sustainable data collection, and ensure timely outcome reporting.

•Ensure that reports related to service quality (i.e. outcomes, satisfaction reports, incident reports, staff training status) are collected, summarized, and analyzed.

•Coordinate preparation for accreditation reviews and licensing audits.

•As the Access Coordinator for Addiction & Homeless Services, monitor and report on service accessibility improvements, engage community resources, and lead quality improvement efforts designed to enhance access to services.

•Supervise the Operations Manager to ensure that accurate monthly, quarterly, and annual performance reports are submitted to funders in a timely manner.

•Assist with providing pertinent data and program specific language to the Manager of Institutional Giving to support written proposals.

•Collaborate with A&HS service area leadership to identify funding opportunities, and once approved by Bay Cove leadership, take the lead on the development, writing, and preparation of proposals and renewals.

Requirements for the position:

•Demonstrated knowledge of systems of care that support homeless & unhoused adults and that work in the service of securing permanent supported housing for these individuals.

•Minimum 5 years of experience working with adults with behavioral health challenges who have experienced homelessness.

•Experience in program administration within a substance use treatment continuum preferred.

•Minimum 5 years of supervisory and management experience.

•Experience with ETO, Clarity, or a Homeless Management Information System.

•Demonstrated professional writing, communication, interpersonal, and organizational skills.

•Intermediate proficiency in word processing and other computer functions using Windows, Word, and Google Email and Apps.

•Advanced data analysis skills using Excel/Google Sheets preferred. Advanced skills can be substituted with Intermediate data analysis skills and a willingness to expand on skills within 3 months of hire.

•Retains full vaccination status for COVID-19 and emerging variants.

•A COVID-19 vaccination is a requirement of the position. One COVID-19 shot is acceptable, contingent on the individual receiving the second shot within the allotted time frame.
