Job Description:

The National Association of Insurance Commissioners (NAIC) has an exciting opportunity for a Data Engineer. We are looking for a team member who would enjoy working for an organization that strives every day to support the public good and make a difference. This position is responsible for supporting all assigned data needs in the Enterprise Data Platform (EDP). This support will include collaborating as needed with data architects, data engineers, data stewards, business owners, project managers, and other positions from the Enterprise Data Team, elsewhere in ITG, and in the various business units using financial and market data.

This position is based out of the NAIC's state-of-the-art offices in Town Pavilion in the heart of downtown Kansas City which includes great restaurants and top-notch entertainment venues. This is a full-time hybrid position, within 100 miles of the office and in-office requirements as scheduled, in a positive and flexible environment.

Responsibilities:

  • Designs and documents data architectures, data models, data pipelines and other EDP processes for the data work performed in the EDP.
  • Analyzes complex data sources and assists in the design of new data.
  • Creates and maintains the data structures that will house/store the data in the various EDP data layers (Raw Data Layer or RDL, Exploration Data Layer or EDL, and Business Data Layer or BDL).
  • Creates and maintains data pipelines to populate the EDP layers with the data. This involves getting the data from its operational store populated into the EDP RDL layer in original form, then applying transformations and processes when populating the EDL layer, performing final transformations, and processing when populating the BDL layer.
  • Creates and maintains other EDP processes for the data. This could include work to improve data quality.
  • Innovates designs, documentation, and implemented code (EDP structures and processes) to keep current with technology offerings and continue improving efficiency and effectiveness for data work in the EDP.
  • Supports and assists other staff performing work with, or impacting, the data in the EDP.
  • Supports analysts and data scientists with data discovery and rapid assembly of large data sets from disparate sources, extracting and combining data from various heterogeneous data sources.
  • Troubleshoots and resolves data problems as assigned.
  • Assists in identifying opportunities for new data acquisition and new uses for existing data resources.
  • Communicates with team and department personnel on project status.
  • Creates required status reports.
  • Attends status, team, project, and departmental meetings.
  • Confers with the Enterprise Data Architect and Enterprise Data Team development staff to reach team/project objectives and goals in order to support the department's strategic directives.

Education and/or experience required:

  • Bachelor's degree (B.A./B.S.) in Computer Science, Data Analytics, Data Science, Mathematics/Statistics, or another related analytical field and 3 years related work experience; or an equivalent combination of education and work experience.
  • 3+ years of experience with most or all listed technical tools/concepts: SQL, PL/SQL, Excel, RDBMS.
  • Experience with some listed technical tools/concepts: ETL (Informatica or similar), Python, Java, NoSQL databases, self-service BI, Cloud-based data technologies, data APIs.
  • Experience with the entire software development life cycle - particularly utilizing the SAFe values and methods.

Preferred Experience:

  • Master's degree (M.S.) in Computer Science, Data Analytics, Data Science, Mathematics/Statistics, or another related analytical field
  • 5+ years overall experience in data management, data analytics, data engineering, data science, or similar, utilizing concepts and tools such as: SQL, PL/SQL, Excel, RDBMS, ETL (Informatica or similar), Python, Java, NoSQL databases, self-service BI, Cloud-based data technologies.
  • Cloud technology experience is strongly preferred, especially Snowflake and AWS tools.
  • Experience with Insurance and Insurance Regulation data.
  • Experience architecting and deploying analytics data warehouse.

Compensation:

$77,950 - $120,000, to be commensurate with education and experience.
