Position Overview:

Koniag Management Services currently has an opening for a Cyber Action Officer who will support and be embedded with the DoD Deputy Chief Information Officer-Cybersecurity (DCIO-CS) office located in Arlington, VA. The Cyber Action Officer will work directly and independently with the DCIO and their Chief of Staff. This position will provide support and guidance to leadership on cyber and cyber operational activities. They will be expected to actively engage in a fast-paced work environment that supports a 3-Star GO/SES equivalent, while working with a variety of customers and mission partners, anticipating their needs, and delivering flawlessly. Must be comfortable in a in DoD with an understanding of the DoD organization and military departments.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Serve as a POC for the organization and management of executive operations.
  • Serve as a POC for planning, coordination, implementation, validation, mitigation, and compliance of cyber security tasks.
  • Perform information security risk assessments as part of the project lifecycle to ensure that technology conforms to security standards against internal and external threats.
  • Produce information security risk assessment reports that identify gaps with DoD Security Policies & Standards and propose remediation plans.
  • Perform risk assessments of information and technology systems by conducting accurate and thorough assessments of the potential risks and vulnerabilities to the confidentiality, integrity, and availability of information and technology systems.
  • Work with security leadership and stakeholders to identify remediation strategies and plans to enforce security requirements and address risks identified in the risk assessment process.
  • Perform risk assessments of third-party technology systems by conducting accurate and thorough assessments of the potential risks and vulnerabilities to the confidentiality, integrity, and availability of DoD information and technology systems.
  • The incumbent will conduct information security assessments and testing to ensure the proper implementation of security controls across the environment. This may include populating defined security/risk assessments, identifying gaps and compensating controls, identifying remediation plans, and publishing management reports of results. This position may also participate in incident response investigations, help identify opportunities for product improvement, maintain policies and procedures that are designed to be operationally effective and efficient, and monitor compliance to policies, laws and regulations.
  • Perform information security risk assessments as part of the project lifecycle to ensure that technology conforms to security standards against internal and external threats.
  • Serve at the Technical POC for the office, this includes management of SharePoint sites.
  • Maintain situational awareness of cyber activities by reviewing DoD, Intelligence Community and open-source reporting for new vulnerabilities, malware or other threats that have the potential to impact the DoD.
  • Prepare, edit and present senior level briefings to share information and status.
  • Prepare, edit and coordinate communication of information between departments and for senior leader communications
  • Preparing executive level notes for meetings and liaising with other senior executives' assistants/staff officers
  • Prepare orders, correspondence management and serve as main POC for inquiries, compliance, and communications after order release
  • Other responsibilities and duties as assigned
Work Experience, Knowledge, Skills & Abilities:
  • Top Secret clearance with SCI required at date of hire
  • 5+ years of related experience, some DoD experience required
  • Ability to provide full time on-site support,
  • Expert level knowledge and execution of the English language for the formulation of all DoD correspondence mediums, (e.g., email and memos)
  • Demonstrated experience supporting in an Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment
  • Knowledge of the structure and missions of the OSD and the Components
  • Highly proficient with the Microsoft Office Suite of applications, especially Word, PowerPoint, and Teams
  • Capability to work in a fast-paced team environment, adapt to rapidly changing requirements, and multi-task capabilities
  • Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus
  • Working knowledge internal controls & IT Risk Assessment and Mitigation procedures
  • A basic knowledge of the 8 domains of the Common Body of Knowledge for information security:
    • Security & Risk Management
    • Asset Security
    • Security Engineering
    • Communications and Network Security
    • Identity and Access Management
    • Security Assessment and Testing
    • Security Operations
    • Software Development Security
Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
