Job Summary
The Coordinator, HR Compliance will serve as a project manager for employment and benefits compliance matters. This role will analyze new or revised mandates and audit requests, provide strategies, and track progress in order to meet requirements. The Coordinator will also conduct document collection and response activities for HR and benefits audits, as well as prepare and submit various mandated reports. This role will facilitate workgroups and partner with other offices across the University of Illinois System as needed to accomplish HR and benefits compliance objectives.

Duties & Responsibilities

  • Under the direction of Associate Director, respond to internal and external audits of HR and Benefits related policies, processes, documentation, and data. Gather and organize relevant information, data, and documents to satisfy audit requests. Track items received, follow-up as needed, ensure deadlines are met and retain response documentation. Communicate audit progress and findings to stakeholders and leadership via written or verbal reports as needed.
  • Prepare for audits by developing professional relationships with key contacts, researching subject matter, and maintaining audit documentation for year over year comparison of timelines, response, any findings, and follow up.
  • Review audit results or findings, bring forth recommendations, and collaborate with internal workgroups to prevent or correct audit issues, implement change efforts or new requirements, and to develop policy and/or improve processes.
  • Serve as a project manager to coordinate compliance with requirements of applicable state and federal mandates and regulatory agencies through appropriate use of HR and benefits systems, policies, processes, and programs. Create project plans and timelines to monitor progress and ensure goals and deadlines are met. Prioritize effectively to coordinate a portfolio of multiple projects.
  • Lead and facilitate project working groups tasked with specific mandate implementation, policy and program updates, risk mitigation, or process improvements. Communicate and collaborate effectively with Human Resources, University Counsel, Payroll and Benefits, Tax Compliance, System IT, and others in order to achieve successful outcomes.
  • Represent System HR Services, Policy and Benefits Team while serving on system-wide policy and compliance workgroups. Participate in development and implementation of policies and procedures, including developing summaries, documenting decisions and action items, recommending changes, and drafting text for new policies and procedures based on legislative and regulatory developments.
  • As part of our team, will serve as a back-up for colleagues handling State Universities Retirement System (SURS) compliance and other benefit administration processes.
  • Retrieve information and coordinate response to various federal and state agency compliance reports and requests, including Freedom of Information Act (FOIA) requests. Conduct research on federal and state mandates, as well as peer comparisons and benchmarking, and provide updates to leadership by collecting, analyzing, and summarizing information.
Minimum Qualifications

1. Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration, or a field closely related to the position.

2. Two (2) years (24 months) of work experience performing professional-level human resources duties.

Knowledge, Skills and Abilities
  • 1. Experience in an HR or Benefits role, conducting or responding to audits, coordinating compliance matters, or other related experience.
  • 2. Experience as an auditor, paralegal, administrator, or otherwise preparing forms and reviewing documentation with efficiency and accuracy.
  • 3. Familiarity with, as well as ability to read and understand, HR and Benefits policies, procedures, and related state and federal laws.
  • 4. Familiarity with and understanding of statute, eligibility, and benefits of the State Universities Retirement System (SURS), State Employees Group Insurance Program (SEGIP), and/or Illinois Department of Employment Security (IDES).
  • 5. Familiarity with and understanding of employment processes, considerations, and compliance.
  • 6. Experience within the University of Illinois System or another academic environment.
  • 7. Ability to handle and maintain the integrity and confidentiality of sensitive material and information.
  • 8. Excellent written and verbal communication skills; with ability to prepare documents, and present and facilitate in group settings.
  • 9. Exceptional interpersonal skills, including ability to listen, relate to, influence, and explain complex concepts to employees of all levels.
  • 10. Excellent organizational skills, with the ability to manage multiple projects, priorities, and deadlines, including under time pressure.
  • 11. Proficient with Microsoft Office Suite, and proficient with or able to quickly learn, a range of general and proprietary technology and applications, including Banner and HR Front End.
  • 12. Ability to work independently with a high degree of initiative and independent judgement, as well as to work as either the leader or participant in a team environment.
  • 13. Excellent analytical and problem-solving skills.
Appointment Information

This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 5/31/2024. The minimum salary for this position is $65,000 and the salary is commensurate with experience and qualifications. System Office jobs such as this one are not eligible for the Referral Program.
